The XCP repositories would exist on GitHub, so any external developer could 
contribute to the project by:
1) having a GitHub account;
2) creating their own GitHub fork of a repository;
3) making changes to their fork; and,
4) doing a GitHub pull request.

If the changes then passed our review process, they would be merged in.
